Local content in utility-scale solar: why European manufacturing matters

Only a few years ago, local content was treated in the utility-scale solar sector primarily as an additional argument in support of domestic and European industry. Today, it is becoming an important factor in the assessment of investment security, supply chain resilience and the long-term reliability of manufacturers.

Procurement decisions in large-scale photovoltaic projects are not limited to the unit price of an individual component. They can also affect the construction schedule, technical risk, the availability of engineering support, the ability to implement design changes and accountability for an installation expected to operate for decades.

This is why investors, developers and EPC contractors increasingly assess not only the cost of a solution, but also its place of manufacture, the origin of its materials, the availability of engineering and service resources, and the transparency of the entire supply chain.

“The Net-Zero Industry Act and the growing priority given to local content can provide a genuine opportunity for the development of PV manufacturing in Poland and across Europe. However, this will only happen if they reward the actual place where a product is manufactured, rather than merely the formal presence of a company in a given market,” says Ewa Owczarz-Ciszek, CEO of ENSON.

What does local content mean in photovoltaic projects?

Local content refers to the portion of an investment’s value that is created within the domestic or regional economy. It may include goods manufactured by domestic companies, locally provided services, employment, taxes, research and development, and the involvement of local subcontractors.

In the official materials of Poland’s “Local Content. For the Benefit of Poland” programme, domestic content is defined as the value of goods or services manufactured or provided by a domestic entity.

In a utility-scale photovoltaic project, local content may include:

  • the engineering of mounting systems and other project components,
  • component manufacturing,
  • the origin of steel and other materials,
  • aerodynamic and geotechnical testing,
  • transport and logistics,
  • construction and installation services,
  • local employment,
  • the involvement of domestic subcontractors,
  • technical support during project delivery,
  • warranty and service support.

Having a sales office or a registered company in a particular country does not, by itself, constitute meaningful local content. What matters is where the actual value is created, where technical capabilities are located and which entity assumes responsibility for the delivered solution.

Local content must be real and measurable

Local content should not be reduced to a marketing declaration. To serve as a credible supplier evaluation criterion, it must be supported by specific, verifiable data.

“For me, local content must be real and measurable. It is not enough for a company to state that it is present in a given market. We need to know where the value is actually created: where production takes place, where people are employed, where taxes are paid, where technical resources are located and who assumes responsibility for the product after delivery,” explains Ewa Owczarz-Ciszek.

The programme developed by the Polish Ministry of State Assets considers several criteria when assessing whether a company is genuinely connected to the domestic economy, including:

  • the location of its principal business activity,
  • the registered office of the company and its ultimate owner,
  • tax residency,
  • where employees pay taxes and social security contributions,
  • the duration of the company’s activity in Poland,
  • the share of revenue generated in the Polish market.

For a specific product or contract, the analysis should also cover the supply chain—not only the direct supplier, but also its subcontractors and the origin of the principal materials.

Only this approach makes it possible to distinguish manufacturers that genuinely contribute to the development of domestic and European industry from companies whose local presence is limited to selling products manufactured outside Europe.

Why does local content matter in utility-scale PV?

Energy security does not depend solely on how much renewable generation capacity is installed. It also depends on whether Europe retains the capability to design, manufacture, develop and service the technologies required to build that capacity.

When key components come from distant and highly concentrated supply chains, the sector becomes more vulnerable to:

  • geopolitical tensions,
  • trade restrictions,
  • transport disruptions,
  • extended delivery times,
  • volatility in raw material and freight costs,
  • limited availability of replacement parts,
  • difficulties in enforcing warranties,
  • the loss of European industrial expertise.

Domestic and European manufacturing cannot eliminate every risk, but it can improve delivery predictability, shorten response times and facilitate communication and quality control.

In photovoltaic projects with capacities of tens or hundreds of megawatts, even a relatively minor delay or the need to redesign a single component can affect the pace of the entire EPC schedule. The value of a supplier therefore depends not only on product availability, but also on its ability to respond quickly to actual project conditions.

What does local content mean for investors and EPC contractors?

From the perspective of an investor, developer or EPC contractor, the value of a local supplier should not be determined merely by its address. It should translate into measurable benefits for the project.

A shorter communication path

Direct access to the manufacturer and its engineering team facilitates decision-making and the resolution of issues arising during project delivery.

Faster response to design changes

Utility-scale PV projects frequently evolve. Changes may involve the module model, table geometry, terrain profile, ground conditions, foundation system or delivery schedule.

A manufacturer with local engineering and production resources can assess the impact of those changes more quickly and prepare an appropriate response.

Greater control over quality

Proximity to the manufacturing facility, the possibility of conducting audits and transparent material sourcing enable the investor or EPC contractor to exercise greater control over the quality of delivered components.

Familiarity with European standards and requirements

A supplier operating in Europe should understand applicable regulations, Eurocodes, documentation requirements and the engineering practices used in individual markets.

This is particularly important in countries where structural documentation is subject to additional verification or must follow specific administrative and technical procedures.

Accessible service and clear warranty responsibility

A solar farm is expected to operate for several decades. The investor should know which entity will remain responsible for the delivered product after construction is complete, where that entity is located and how warranty obligations will be handled.

In utility-scale PV, manufacturing must be supported by engineering

For mounting systems used in solar farms, the place of manufacture is important, but it does not fully define local content.

A mounting structure is not a universal product selected solely according to the number of modules. It must be adapted to factors including:

  • local wind and snow loads,
  • terrain characteristics,
  • geotechnical parameters,
  • soil corrosivity,
  • module dimensions and mechanical properties,
  • permitted module clamping zones,
  • the selected foundation technology,
  • the requirements of the investor and EPC contractor.

Meaningful local content should therefore also include engineering capability: the ability to perform calculations, conduct tests, design project-specific solutions and support the customer throughout successive stages of the investment.

European industrial sovereignty will not be achieved if Europe retains only the ability to assemble products designed and manufactured elsewhere.

The entire chain of expertise must be maintained—from research and development, through engineering and manufacturing, to quality control, project delivery and service.

Why is the lowest price not enough?

Price remains one of the most important criteria when selecting a supplier for a photovoltaic project. It should not, however, be considered separately from risk-related costs and the total lifecycle cost of the investment.

The actual cost of a solution includes not only its purchase price, but also:

  • the risk of delivery delays,
  • redesign costs,
  • the potential for installation downtime,
  • the availability and quality of technical documentation,
  • the performance of corrosion protection,
  • the durability of the materials used,
  • service availability,
  • the ability to enforce warranty obligations effectively.

In a utility-scale project, a difference in the price of a component may be minor compared with the cost of a multi-week delay, component replacement or a global redesign of the system.

“The market is gradually recognising what ENSON has been emphasising for years: the least expensive component is not always the best choice for an investment expected to operate for decades,” says Ewa Owczarz-Ciszek.

Local content should therefore be considered not only an industrial policy instrument, but also an element of investment risk management.

Local content does not mean protectionism

Supporting local content does not have to mean closing the market or automatically choosing a domestic supplier regardless of the quality of its offer.

The objective should be to establish fair conditions of competition in which supplier assessments consider more than price, including:

  • the actual place of manufacture,
  • security of supply,
  • product quality,
  • environmental footprint,
  • compliance with standards,
  • transparency regarding material origin,
  • corporate responsibility,
  • the availability of technical support and service.

European manufacturers bear the cost of complying with environmental, quality, employment and regulatory requirements. If these factors are not considered during procurement, products manufactured to high European standards compete solely on price with solutions produced under different regulatory and environmental conditions.

“We need mechanisms that genuinely support local manufacturing, promote European standards and strengthen fair competition,” emphasises the CEO of ENSON.

Local content should not protect manufacturers from competition. It should ensure that actual economic value, quality and supply chain resilience are taken into account when decisions are made.

Poland’s “Local Content. For the Benefit of Poland” programme

In April 2026, the Polish Ministry of State Assets launched the “Local Content. For the Benefit of Poland” programme. Its purpose is to increase the participation of domestic companies in major investments, particularly those carried out by state-owned or state-controlled enterprises.

The programme covers areas including:

  • developing a definition and methodology for calculating domestic content,
  • applying a Local Content Code of Good Practice,
  • introducing measurement and reporting mechanisms,
  • expanding technical dialogue with the market,
  • incorporating non-price criteria,
  • developing supplier catalogues,
  • supporting shorter and more resilient supply chains.

In June 2026, the Code of Good Practice for increasing domestic content in key investment processes conducted by companies with State Treasury participation was signed.

One of the programme’s important principles is that local content should be considered at the investment planning stage, rather than only after procurement terms have already been prepared. This makes it possible to identify available capabilities in advance and design procurement procedures in a way that gives domestic companies a realistic opportunity to participate.

How should local content be incorporated into procurement?

Effective local content begins before a request for quotation is published. In major energy investments, it should be considered at every stage of procurement.

Investment planning

The investor should identify components, services and capabilities available within the domestic or European market.

Technical dialogue

Engagement with potential suppliers helps verify their manufacturing capabilities, experience, delivery schedules and ability to meet project-specific requirements.

Evaluation criteria

In addition to price, the assessment may consider:

  • security of supply,
  • the share of European components,
  • carbon footprint,
  • manufacturing standards,
  • local employment,
  • service availability,
  • the ability to deliver on time,
  • quality and product durability.

Delivery and reporting

Local content declarations should be verified using data and documentation provided during contract execution.

The mechanism should not merely increase the number of administrative forms. Its purpose must remain the genuine inclusion of locally created value in procurement decisions.

“The initiative of the Ministry of State Assets can have a meaningful impact, but only if it translates into specific mechanisms supporting local production rather than becoming another reporting obligation,” says Ewa Owczarz-Ciszek.

What does the Net-Zero Industry Act mean for utility-scale solar?

The Net-Zero Industry Act establishes an EU framework intended to strengthen Europe’s manufacturing ecosystem for net-zero technologies.

The legislation increases the importance of non-price criteria in selected renewable energy auctions. These criteria include:

  • responsible business conduct,
  • cybersecurity and data security,
  • the ability to deliver projects fully and on time,
  • contribution to sustainability,
  • supply chain resilience.

For the utility-scale PV sector, this signals a gradual transition from evaluations based almost exclusively on price towards a more comprehensive assessment of the supplier and technology.

European origin does not have to determine the selection automatically. However, it may form part of the assessment of resilience, security and the investment’s contribution to European industrial capacity.

“In projects delivered outside Poland, investors increasingly analyse not only product price, but also verified European content, supply chain transparency, compliance with European quality and safety standards, and the availability of service resources. These elements enable European manufacturers to compete even under strong price pressure from suppliers outside the European Union,” says the CEO of ENSON.

How can an investor verify a supplier’s local content?

An investor or EPC contractor may ask a supplier to provide information regarding:

  1. The place of manufacture of the main components.
  2. The origin of key materials.
  3. The location of the engineering team.
  4. The participation of domestic and European subcontractors.
  5. Employment and operational activity in Europe.
  6. The quality control system.
  7. The possibility of auditing the manufacturing facility.
  8. The availability of local technical support.
  9. Service and warranty terms.
  10. The entity assuming responsibility for the product.

This information should be verifiable and should not be limited to general declarations of a company’s “European presence”.

From a declaration to measurable project value

Local content in utility-scale solar should not be understood solely as the country in which a company is registered or the origin stated in marketing materials.

It should represent genuine engineering and manufacturing capabilities, a transparent supply chain, local employment, responsibility for quality and the ability to support the investment throughout delivery and operation.

For an investor or EPC contractor, this can translate into:

  • greater predictability,
  • shorter response times,
  • reduced logistics risk,
  • access to engineers,
  • more effective quality control,
  • better management of project changes,
  • clearer warranty responsibility.

For the economy, it supports employment, technical skills, investment in research and manufacturing, and greater industrial resilience.

Europe cannot build lasting energy sovereignty while losing the ability to design, manufacture and service the technologies required for the energy transition.

Local content is therefore not an optional addition to utility-scale photovoltaic projects. It is one of the factors contributing to their security, resilience and long-term value.
